Cebu’s push to improve energy security gained momentum after provincial officials endorsed an 80-megawatt wind power project in Alegria, a renewable energy development expected to help stabilize the province’s electricity supply while generating new revenues and opportunities for host communities.
The Cebu Provincial Development Council (PDC) Executive Committee approved a resolution on June 10 endorsing and expressing no objection to the proposed Alegria Wind Power Project of MC Power Solutions Inc., clearing a key hurdle in the project’s regulatory process.
Once operational in 2028, the wind farm is expected to inject 80 megawatts of renewable energy into the National Grid Corporation of the Philippines (NGCP), providing additional capacity to the national power system and supporting efforts to address electricity supply concerns in Cebu.
The endorsement comes as the province continues to confront energy challenges, including recent rotational brownouts that have underscored the need for additional generation sources and a more resilient power infrastructure.
Boosting Cebu’s Energy Security
Governor Pamela Baricuatro welcomed the project, describing it as a significant step toward improving the province’s energy situation.
“This will really help us with our energy situation,” Baricuatro said, noting that reliable power infrastructure remains one of the province’s longstanding concerns.
The governor said the project aligns with broader efforts to strengthen Cebu’s energy security and ensure adequate power supply for households, businesses, and future economic growth.
Apart from the wind power initiative, provincial officials have also been monitoring developments related to energy exploration activities in Alegria, including a separate project that could eventually support additional power generation through natural gas resources.
The planned wind facility will consist of 10 turbine generators, each capable of producing eight megawatts of electricity. The turbines will be located across portions of Barangays Guadalupe, Valencia, and Lepanto in the southern Cebu municipality.
Economic Gains
Beyond its contribution to the power supply, the project is expected to provide direct financial benefits to Alegria and the communities hosting the wind farm.
Under existing regulations, the municipality and affected barangays stand to receive revenues from real property taxes and local business taxes generated by the project.
Host communities will also be entitled to a one-percent royalty share from the project’s total gross income, as well as shares from power sales.
In addition, communities are expected to benefit from the ₱0.30-per-kilowatt sales allocation mandated under Department of Energy Regulation 1-94.
MC Power Solutions has also committed to implementing community development initiatives through its KAHALIGI corporate social responsibility program, which provincial officials said would provide additional assistance and support to residents.
Baricuatro has likewise emphasized the importance of local employment opportunities arising from the project. She said she encouraged the developer to prioritize hiring residents of Alegria whenever possible so that the economic gains from the investment would directly benefit host communities.
Regional Evaluation
With the provincial endorsement secured, the proposal will now be elevated to the Regional Development Council (RDC), which will evaluate the project before forwarding it for consideration at the national level.
The RDC’s endorsement is expected to play a key role in advancing the project through the remaining stages of government review and approval.
Provincial officials expressed confidence that the renewable energy facility can contribute meaningfully to Cebu’s long-term development goals by improving energy reliability, supporting investment, and creating new opportunities for local communities.
The project is also expected to enhance Alegria’s tourism profile. Provincial leaders noted that wind farms in other parts of the country, particularly in Ilocos, have evolved into visitor attractions while serving as sources of clean energy.
If development proceeds as scheduled, construction activities are expected to begin in 2027, bringing Cebu closer to adding a major renewable energy facility to its power portfolio and strengthening the province’s efforts to secure a cleaner and more dependable energy future.
