Meralco PowerGen Corp. (MGen) is moving forward with plans to construct a 49-megawatt (MW) battery energy storage system (BESS) facility in Toledo, Cebu. The project, designed as a standalone system, aims to strengthen grid reliability in the Visayas and plays a key role in supporting the country’s broader shift toward cleaner, more flexible power solutions.

The project is expected to help manage fluctuations in electricity supply, especially with the rising share of intermittent renewables. As demand climbs across the region, the facility will provide critical reserves to support stable voltage and frequency, helping safeguard the quality of power delivered to consumers.

The company noted that the system will serve both regulatory and contingency functions, stepping in to stabilize the grid during sudden demand spikes or supply shortfalls. By improving flexibility and reliability, the initiative aligns with broader efforts to future-proof the country’s energy infrastructure.

Project goals

BESS stores electricity from the grid and discharges it when demand rises or power quality needs stabilizing, helping to balance supply and support overall grid performance.

“This project is part of our broader commitment to strengthen the reliability of the grid and accelerate the country’s transition to a cleaner and more sustainable energy future,” stated Emmanuel V. Rubio, President and CEO of MGEN. “Battery energy storage will be critical in managing variability in supply and demand, particularly as we integrate more renewable energy into the system.”

MGen aims to bring the first 25 MW of its battery storage facility online by 2026, with full completion anticipated the following year. The timeline remains dependent on securing the necessary regulatory approvals, the company said.

The Toledo battery project marks MGen’s second venture into energy storage in the Philippines. It follows the company’s ambitious MTerra Solar initiative in Nueva Ecija, which features a planned 4,500-megawatt-hour storage system to complement a 3,500 megawatt-peak (MWp) solar pipeline across Luzon—part of a broader push to integrate large-scale renewables into the grid.
