Northern Samar is poised to deepen its role in the Philippines’ clean energy transition as two major wind power projects worth over ₱14 billion combined move forward, signaling growing investor confidence in the province’s renewable energy potential.
Econergy Renewable Power Philippines Inc. is progressing with a ₱7.08-billion wind energy development in the municipality of Victoria, following coordination with Governor Harris Ongchuan and provincial officials. The project will involve the installation of 24 large-scale wind turbines in elevated areas, with an expected capacity of 100 to 105 megawatts.
Aligned with the government’s Green Energy Auction Program, the facility is expected to contribute significantly to the region’s renewable energy supply. Subject to permitting and regulatory approvals, construction could begin as early as next year and last two to three years, placing full commercial operations between 2027 and 2029.
Beyond power generation, the project includes community-oriented features. Meteorological masts to be installed for wind resource assessment will later be transferred to the local government and repurposed for climate monitoring and disaster risk reduction, which is an important addition for a province regularly exposed to extreme weather.
Provincial officials said the development is expected to generate jobs, stimulate local economic activity, and support broader sustainability goals.
San Isidro Project
Parallel to the Victoria project, a separate wind energy initiative is advancing in the municipality of San Isidro. Led by Aboitiz Renewables Inc. in partnership with Vena Energy and Vivant Energy Corp., the project represents another ₱7 billion investment and is expected to deliver up to 206.25 megawatts to the Visayas grid.
Plans for the San Isidro wind farm include the installation of 33 turbines, marking a larger-scale development that could significantly boost regional power capacity.
Energy Security
Together, the two projects underscore Northern Samar’s emergence as a renewable energy hub in Eastern Visayas. For a country grappling with high electricity costs, supply constraints, and reliance on imported fuels, such developments are seen as critical steps toward improving long-term energy security and stabilizing power prices.
The economic implications are also notable. Large-scale renewable projects typically generate employment during construction, create demand for local services and logistics, and support longer-term operations and maintenance jobs. They can also drive infrastructure improvements and increase local government revenues.
Effect On Community
Despite the optimism, stakeholders emphasize that renewable energy expansion must be carefully managed. Wind projects require responsible land use planning, environmental safeguards, and transparent engagement with host communities. Ensuring that local residents benefit equitably, while addressing concerns over ecological impact and land rights, remains a key factor in sustaining public support.
With national targets to expand the share of renewables in the energy mix, Northern Samar’s growing pipeline of wind projects illustrates how provincial investments can contribute to broader policy goals.
Their long-term success, however, will depend not only on capacity additions but also on effective implementation and community alignment.
